2023-01 Street Rehabilitation Project

Project Overview

The 2023 Street Rehabilitation Project includes pavement and utility improvements across approximately 2.0 miles of streets in four distinct project areas throughout the City. Street rehabilitation methods will include full-depth reclamation, asphalt mill & overlay, and spot replacement of concrete curb & gutter. Proposed utility improvements in select locations will include replacement of water main, hydrants, and other system appurtenances. A map of project streets has been included below.

Staff are currently in the preliminary design phase, with construction anticipated to begin in May 2023.

Street and utility improvements typically occur from 7 a.m. - 7 p.m., Monday through Friday, and can temporarily limit driveway access during certain construction phases.

Project Updates

Public Hearing on Improvements
A public hearing was held at the January 9th, 2023 City Council meeting where staff presented on the project. The presentation to City Council can be viewed here. Following the presentation and public comment, the City Council approved the development of final plans & specifications and future advertisement for bids.

Stinson Boulevard/Pleasant View Drive Street & Trail Improvements Open House
A supplementary open house was hosted by City staff on November 15th, 2022 in conjunction with the City of Mounds View for residents along the Stinson Boulevard/Pleasant View Drive project corridor. At the meeting, staff presented on the existing roadway conditions and proposed project improvements, including the construction of a 10-foot shared-use bituminous trail along the east side of the corridor. Virtual Neighborhood Information Presentation
A virtual neighborhood information presentation was published to the project webpage in August 2022 with information on the project location, proposed improvements, construction overview, and tentative project schedule. Residents located within and adjacent to the project area were invited to view and provide public comment. The virtual neighborhood information presentation can be viewed here
